On July 29, the U.S. Environmental Protection Agency (EPA) shared the Final Draft of the Version 1.0 Specification for ENERGY STAR® Smart Home Energy Management Systems (SHEMS). The intent of this program is to recognize smart home system packages that save energy while delivering both cost savings and convenience. Informed by connected devices, such systems utilize occupancy information to manage energy use while providing users feedback on the energy impact of their settings. The EPA expects to finalize the SHEMS Version 1.0 Specification by the end of August 2019.
Working from stakeholder feedback on Drafts 1 and 2, the latest draft clarifies expectations for partner commitments, revises definitions and eligibility criteria, and paves a path toward future criteria revisions.
Regarding field performance, optional data fields have been added, such as average power during non-away time and average reduction in power during away hours. Field data is particularly important for SHEMS. Unlike other typical ENERGY STAR product categories, SHEMS save energy by influencing how other products are used, so real user data is important to show the effects of complex behavioral interactions, thus informing the effectiveness of SHEMS.
With respect to requirements for connected devices, a table has been included since Draft 2 to summarize present standby power requirements in applicable ENERGY STAR specifications.

For devices with no corresponding ENERGY STAR specification, standard IEC test methods are used for standby/idle power tests. Looking forward to future criteria revisions, the EPA intends to monitor technology development and reduce standby power limits as appropriate. There is also the possibility to standardize the frequency and accuracy of device-level energy data reporting.
