The California Energy Commission (CEC) continues its energy efficiency mission by updating Title 20 regulations for computers and insuring relevance to emerging product types. As part of a broader series of webinars in September and October on computers, the Appliances and Outreach & Education Office reviewed notebook efficiency regulations effective on January 1, 2019. While notebooks include mobile thin clients, portable all-in-ones, and two-in-one notebooks, tablets are not in the scope.
The California Energy Commission held a webinar on August 15 about Emerging Technologies: Mobile Efficiency for Plug Load Devices. In this webinar, Vojin Zivojnovic and Davorin Mista from Aggios presented research on using mobile design practices in combination with hardware and energy management software to decrease energy consumption of plug load devices such as set top boxes, televisions, computers, and game consoles.
As part of the annual review of criteria, representatives of the U.S. Environmental Protection Agency and Department of Energy gathered and held a webinar on September 11 to go over proposals for the ENERGY STAR Most Efficient 2019 product categories. The Most Efficient label recognizes the “best of the best” across fourteen ENERGY STAR product categories, with ~3000 models represented across 155 partners.
The California Energy Commission held a staff workshop on July 11 to discuss a proposal regarding appliance efficiency regulations for commercial and industrial fans and blowers. California is requiring solar power for new residential construction under standards taking effect on January 1, 2020. On May 9, the California Energy Commission (CEC) held a hearing in Sacramento on the 2019 Title 24, Part 6, Building Energy Efficiency Standards and voted to adopt them as a step toward Zero Net Energy (ZNE) buildings.

With the ENERGY STAR brand recognized by more than 90% of Americans according to the EPA, goals for Version 8.0 include revising energy efficiency criteria for monitors to recognize top energy-efficient products, understanding if existing criteria capture a wide variety of energy-efficient signage displays, and clarifying test methods.
Ecodesign regulation (EC) No 1275/2008 is under revision. This regulation, governing standby and off modes, entered into force on January 7, 2009 with updated draft guidelines published in October 2009. An amendment for networked products also entered into force in 2013. These Ecodesign requirements aim to ensure the lowest possible energy use for small and large household appliances and electronic products in passive standby and off modes. The measure, moreover, is horizontal, with requirements applicable to all products, even those for which specific requirements are not yet defined.
