Active Battery Balancer

We are investigating an active battery balance system move up to 2 amps in and out of 12 volt batteries connected togther in in a 648 volt series string of batteries. There is a common 72 volt battery system that can be used as a buffer.

The question is if there is an isolated PI switch topology that could be used to move these 2 amps in either direction or should each 12 battery have both an isolated buck and isolated boost circuit to move the 2 amps into and out of the 72 volt buffer battery.

Do you have a block diagram about how the 12V battery, 648V battery and 72V buffer connected? And how much is the power are you trying to converter here.
