PFS708 body plastic insulation voltage rating

We are using a PFS708 in an off-line converter. We have it held against a cold finger that is electrically insulated from ground. However, a metal pressure clip does touch the body plastic and is connected to chassis ground potential. The unit housing the offline converter has hit by lightning, and the PFS708 arced through its body plastic to the ground clip and failed. Do you know the body plastic insulation rating? Should the metal pressure clip be isolated from ground as well?
